NO.3/HEATING AND VENTILATION, AND NO. 4/PLUMBING
BREWERTON ASSET RENEWAL PROJECT and OCDWEP Project #
BID REFERENCE NO. #ONGOV-047-19
Sealed bids for the construction of Contract No. 1 – General, Contract No. 2 – Electrical, Contract 3 – Heating and Ventilation, and Contract No. 4 – Plumbing, will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 P.M. Local Time, on Thursday, June 13, 2019, and there at said office, at said time, publicly opened and read aloud.
The project consists of Brewerton Water Pollution Control Plant (WPCP) Asset Renewal. The project will include Aeration and Digestion process modifications; Raw Sewage Pump Station (RSPS) improvements; sodium hypochlorite storage improvements; Special Manhole No. 1 rehabilitation; Thickened Sludge Building improvements; Chemical Building improvements; Scum Pit improvements; rehabilitation of Gallery Access Structures; Control Building and Garage Improvements; select structural concrete rehabilitation; replacement of exterior handrails; program logic controller (PLC) panel replacements; supervisory control and data acquisition (SCADA) system modifications; and all associated electrical and controls.
The Contract Documents, including Information for Bidders and Bid Forms may be viewed and ordered through the following website: www.avalonplanroom.com in the Public Bid section. If you do not have internet access or have questions on ordering from the site, please contact Avalon Document Services at (315) 471-3333. Contract Documents can be picked up at Avalon Document printing at 901 North State Street, Syracuse, NY 13208 upon deposit of $100.00 per set (checks only, made payable to Onondaga County). Bidders wishing sets of plans and specifications mailed to them shall include, in addition to the Bidding Document deposit, a FED-EX or UPS shipper number. Bidders who do not have a shipper number need to provide payment to cover handling and postage. Bidders requesting shipping services must provide request and payment a minimum of 7 days before the bid date. Shipping costs are the responsibility of the bidder and are non-refundable. Checks for the shipment of the Bidding Documents shall be made payable to Avalon Document Services. The full amount of the deposit for sets of Contract Documents will be refunded to all holders of the Contract Documents who return their Contract Documents complete and in good condition to GHD Consulting Services Inc., One Remington Park Drive, Cazenovia, New York 13035 within thirty days following when the Contract is signed by the County Executive or rejection of the bids.
Copies of the above described Contract Documents may be examined at no expense at the Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202; at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204; Dodge F W McGraw Hill Information Services Company, 231 Salina Meadows Parkway, Suite 130, Syracuse, New York 13212; the Syracuse Builders Exchange, Inc., 6563 Ridings Road, Syracuse, New York, 13206; through Dodge Data & Analytics (dodgeprojects.construction.com); and at the Engineer’s office, GHD Consulting Services Inc., One Remington Park Drive, Cazenovia, New York 13035.
A pre-bid meeting/site visit will be held on Tuesday, May 14, 2019, at 10:00 a.m. at the offices at the Brewerton WPCP, 5225 Guy Young Road, Brewerton, New York 13029.
Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information For Bidders. In addition, the Contractor shall be required to provide a "Statement of Surety's Intent" with his bid.
The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.
The right is reserved to waive any informalities in the Bid and to reject any or all bids.
