NONDAGA COUNTY VETERANS MEMORIAL
CHAPEL RENOVATION

ONONDAGA COUNTY BID REFERENCE NO.: ONGOV 107-19
Sealed bids for the construction of Onondaga County Veterans Memorial Chapel Renovation will be received at the office of the Onondaga County Purchasing Director, 13th floor, John H. Mulroy Civic Center, 421 Montgomery Street, Syracuse, New York, until 2:00 PM Local Time, on Wednesday, September 18, 2019 and there at said office, at said time, publicly opened and read aloud. Bids must be on a lump sum basis.
All bids must be submitted in sealed envelopes bearing on the outside, the name of the bidder, his address and the name of the project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the proposal and marked as above, must be in another envelope addressed to Onondaga County Purchasing Director, as noted above, and be received there at or before the same time. No late bids are accepted for any reason. Bidder assumes all responsibility for on-time delivery to the Division of Purchase.
The project scope is for renovation of the existing Veterans Memorial Cemetery chapel and office spaces and expansion of chapel space, new HVAC systems, plumbing and electrical modifications and paving.

The Contract Documents and Drawings, including Information to Bidders and Bid Forms, may be obtained for One Hundred Dollars ($100.00) deposit, for each complete set, made by check, payable to The County of Onondaga, from the Plan Holder: Plan & Print Systems, Inc. 6160 Eastern Avenue, Syracuse, NY 13211 (Tel: 315-437-5111). Bidder is responsible for a separate, non-refundable payment to Plan and Print Systems, Inc. directly for these copies. The amount of Twenty Five Dollars ($25.00) per set is required for UPS shipping and handling, if packages are not picked up at their facility. Checks received without the following information will be returned: Telephone Number, Fax Number, and Shipping Address. Plans and specifications will not be shipped to P.O. Boxes.
Contractors, who have paid the aforesaid deposit for an entire set of Contract Documents and Drawings and returned such sets to Plan and Print Services in good condition within Thirty (30) calendar days after the opening of bids, shall receive a refund of such deposit for each set returned. Unclaimed deposits will be forwarded to the
Division of Purchase within Forty-five (45) days after bid opening.

In lieu of (or in addition to) a paper set of Construction Documents, bidders may request from the Plan Holder an electronic download from the Plan and Print website for a non-refundable cost of $25.00 or a CD with PDF files of all drawings and specifications, at a non-refundable cost (including shipping and handling) of $25.00. Checks for shipping and handling costs shall be made payable to the Plan Holder, or bidders may provide their own UPS or FedEx account number or pick up the documents in person.

Cash is not acceptable as a deposit for Contract Documents. Partial sets requested, shall be obtained by interested parties, at their cost, with no money returned.

Documents may also be viewed free of charge at the Plan Holder’s website.

A pre-bid meeting will be held to review the specific requirements of the project. All prospective bidders are strongly encouraged to attend. This meeting will be held at Veterans Memorial Cemetery, 4069 Howlett Hill Road, Syracuse, NY beginning at 4:00pm on Thursday, September 05, 2019 .

Each bid must be accompanied by a Bid Security Deposit in the amount of five percent (5%) of the total amount of the bid. Bid security must be in the form of a bid bond or certified/ bank check, made payable to The County of Onondaga. Bids with inadequate bid security will be declared informal.
Bidders shall be prepared to furnish a Performance Bond for 100% of the Contract amount.
The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated in the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.
Bidders are informed that this project is being funded by Onondaga County. This project will be subject to NYS prevailing wage, affirmative action, and minority and women business enterprise and workforce utilization requirements. In accordance with the WICKS Laws as amended, a sealed envelope must be included with your bid, identifying each of your subcontractors and their fees.

The Owner reserves the right to waive any bid informalities or to reject any or all bids.
