Sealed bids for the construction of Contract No. 1 - General, and Contract No. 2 - Electrical, will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, NY 13202, until 2:00 p.m. Local Time, on October 17, 2019, and there at said office, at said time, publicly opened and read aloud.
The project consists of the Phase II Digester Improvement Project at the Metropolitan Syracuse Wastewater Treatment Plant, including emptying, cleaning, repairs and improvements to four existing anaerobic digesters, rehabilitation of process equipment, construction of biogas storage and conveyance facilities, combined heat and power systems, and supporting electrical and control facilities.
The Contract Documents, including Information for Bidders and Bid Forms may be viewed and ordered from Plan & Print Systems, Inc., 1-800-924-5145, 6160 Eastern Ave., Syracuse, NY 13211, upon deposit of $80.00 per set (check only, made payable to Onondaga County). Bidders wishing sets of plans and specifications mailed to them shall include, in addition to the Bidding Documents deposit, a FED-EX or UPS shipper number. Bidders who do not have a shipper number need to provide payment to cover handling and postage. Bidders requesting shipping services must provide request and payment (checks made payable to Plan & Print Systems Inc.) a minimum of seven days before the Bid date. Shipping costs are the responsibility of the bidder and are non-refundable. The full amount of these deposits for sets of Contract Documents will be refunded to all holders of the Contract Documents who return their Contract Documents complete and in good condition to GHD, One Remington Park Drive, Cazenovia, NY 13035 within thirty days following when the Contract is signed by the County Executive or rejection of the bids.
Copies of the above described Contract Documents may be examined at no expense at the Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, NY 13202; at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, NY 13204; Syracuse Builders Exchange, Inc., 6563 Ridings Road, Syracuse, NY 13206; Dodge Data and Analytics (www.construction.com); and at the Engineer’s office, GHD Consulting Services Inc., One Remington Park Drive, Cazenovia, NY 13035.
Copies of available record information, not included as part of the Contract Documents, may be examined at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, NY 13204.
A pre-bid meeting/site visit will be held on September 19, 2019 at 10:00 a.m. in Conference Room #1 at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204.
Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. In addition, the Contractor shall be required to provide a "Statement of Surety's Intent" with his bid
The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.
The right is reserved to waive any informalities in the Bid and to reject any or all bids.
