GENERAL CONTRACT FOR COMBINED SEWER OVERFLOW MANHOLE WEIRS AND FILTER INSERTS AND HOODS FOR CATCH BASINS

Sealed bids for the construction of Contract No. 1 – General Construction, will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 P.M. Local Time, on December 12, 2019 and there at said office, at said time, publicly opened and read aloud.
The project consists of constructing weirs at combined sewer overflow (CSO) manholes and filter inserts and hoods in street catch basins at various locations yet to be determined throughout the City of Syracuse, New York. Project site locations will be determined and authorized by the Owner and the Engineer in future Task Order(s) as described in the Contract Documents.
The Issuing Office for the Bidding Documents is Avalon Document Services, 901 North State Street, Syracuse, New York 13208. Prospective Bidders may examine the Bidding Documents online and may also obtain copies of the Bidding Documents from the online planroom: www.avalonsyr-planroom.com.
The Bidding Documents may be obtained only from Avalon Document Services, 901 North State Street, Syracuse, New York 13208, phone number 315-471-3333 (please ask to speak with Aimée Tarin), upon payment of a non-refundable amount of $40.00 per set. Checks shall be made payable to Avalon Document Services. Payment via credit card and charging to an Avalon Account will also be allowed for this bid. Bidding Documents may be picked up at Avalon Document Services, anytime Monday through Friday, when you place an order a pick-up time will be given to you (sets are not preprinted, an order must be placed first) or be delivered via UPS or FedEx upon request to Avalon Document Services. Plans may be shipped to the bidder upon receipt of an additional non-refundable freight charge of $30 payable to Avalon Document Services by separate check or credit card payment. Bidder has the option to provide Avalon Document Services with Bidders UPS or FedEx shipping account number to expedite the delivery of the documents.
Each plan holder of record will be notified by an e-mail regarding each addenda issued for the project. E-mails will be from Avalon Document Services “ReproConnect.” It is the responsibility of each prospective bidder to submit an accurate e-mail address when requesting Bidding Documents. It is the responsibility of each bidder to check the Public Planroom on the www.avalonsyr-planroom.com website to ensure that all addenda have been received and to download each addendum. Large addenda and addenda containing full-sized drawings will be sent in hard copy format via a U.S. Mail or a nationally recognized overnight carrier.
Copies of the above-described Contract Documents may be examined at no expense at the Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202; at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204; the Syracuse Builders Exchange, Inc., 6563 Ridings Road, Syracuse, New York, 13206; and at the Engineer’s office, Jacobs, 430 East Genesee Street, Suite 203, Syracuse, NY 13202.
A pre-bid meeting/site visit will be held on November 20, 2019, at 10:30 A.M., in Conference Room 1 at the offices of the County of Onondaga Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204.
Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information For Bidders. In addition, the Contractor shall be required to provide a "Statement of Surety's Intent" with his bid.
The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.
The right is reserved to waive any informalities in the Bid and to reject any or all bids.
