Oneida Shores Boat Launch Project
9400 Bartell Road, Brewerton, New York 13029
The project consists of the removal of the existing boat launch and the construction of an enlarged poured-in-place concrete boat ramp to include stone rip rap at the toe of the new concrete pad.
BID SUBMITTAL AND OPENING
Sealed bids for the construction of Oneida Shores Boat Launch Project will be received at the office of the Onondaga County Purchasing Director, 13th floor, John H. Mulroy Civic Center, 421 Montgomery Street, Syracuse, New York, until 2:00 PM Local Time, on Thursday, July 30, 2020 and there at said office, at said time, publicly opened and read aloud. Bids must be on a lump sum basis.
Due to COVID-19, it is requested that bids are submitted via postal delivery. If bids are submitted in
person, visitors must use the building entrance on Montgomery Street and be wearing face protection
to enter. Drop bids off to be time stamped at the lobby information desk. Bid openings will only be
available to be viewed online at www.ongov.net/purchase/.
All bids must be submitted in sealed envelopes bearing on the outside, the name of the bidder, bidder address, the bid reference number and the name of the project for which the bid is submitted. When forwarded by mail, the sealed envelope containing the proposal and marked as above, must be in another envelope addressed to Onondaga County Purchasing Director, as noted above, and be received there at or before the same time. No late bids are accepted for any reason. Bidder assumes all responsibility for on-time delivery to the Division of Purchase.
EXAMINATION OF CONTRACT DOCUMENTS:
Due to COVID-19, paper format of Contract Documents and Drawings will NOT be available for examination.

OBTAINING CONTRACT DOCUMENTS:
Contract Documents will be available in either electronic or paper format on 7/1/2020 from Plan & Print Services, Inc., 6160 Eastern Avenue, Syracuse, NY 13211, (Tel: 315- 437-5111, Fax: 315-463-1510). Please ask to speak with Jamie Tousant if calling with inquires. Bidders will be able to access and view the project online at the Printer’s website: https://order.planwell.com/PWELL_Main.asp?mem=1076 . Bidders who register as a plan holder through the Printer may acquire the Contract Documents using the following options:
• For a non-refundable fee of Twenty-Five Dollars ($25.00) payable to Plan & Print, interested bidders may request and receive an electronic download of the Contract Documents. At the bidder’s expense, they may purchase a printed copy or copies of the bid set with additional charges for delivery.
• For a refundable deposit of One-Hundred Dollars ($100.00) with a check payable to The County of Onondaga, interested bidders may request and receive a printed copy of the complete set of Contract Documents. An electronic download will not be provided. For bid sets not picked up at their facility a non-refundable delivery and handling charge per set payable to Plan & Print will be required. Bid sets will not be shipped to P.O. Boxes.
RETURN OF CONTRACT DOCUMENTS:
Contractors, who have paid the aforesaid deposit for an entire set of Contract Documents and Drawings and returned such sets to Plan and Print Services in good, re-usable condition within Thirty (30) calendar days after the opening of bids, shall receive a refund of such deposit for each set returned. Unclaimed deposits will be forwarded to the Division of Purchase within Forty-five (45) days after bid opening.
A pre-bid meeting will be held on Thursday, July 09, 2020 at 10:00 AM to review the specific requirements of this project. This meeting will be held at the Oneida Shores Boat Launch, 9400 Bartell Road, Brewerton, NY 13029. Enter at the Main Entrance off of Bartell Road, stop at Attendant Booth to inform attendant of your attendance for the Pre-Bid Meeting, and then proceed to boat launch area. Park in the lot adjacent to the boat launch. All prospective bidders are strongly encouraged to attend. Due to COVID-19, please wear a mask and practice social distancing by staying 6 feet apart during the pre-bid meeting.
REQUEST FOR INFORMATION:
Questions, requests for information, or clarification (RFI) of the Contract Documents must be submitted no later than Friday, July 17, 2020 and be directed in writing to the Engineer, Laura C. Cassalia, P.E. (LCassalia@chacompanies.com) CHA Consulting Inc. Responses to RFI’s will not be made over the telephone. The Contract Documents stand as published except as modified by written Addenda before the bid and Modifications after execution of the Agreement.
Each bid must be accompanied by a Bid Security Deposit in the amount of five percent (5%) of the total amount of the bid. Bid security must be in the form of a bid bond or certified/ bank check, made payable to The County of Onondaga. Bids with inadequate bid security will be declared informal.
RIGHT TO WAIVE OR REJECT:
The Owner reserves the right to waive any bid informalities or to reject any or all Bids.
Bidders are informed that this project is being progressed/funded by the Onondaga County Department of Parks and Recreation, in conjunction with funding from the County of Onondaga. This project will be subject to NYS prevailing wage, affirmative action, minority and women business enterprise requirements and tax exemption as a capital improvement project.
