Sealed bids for the furnishing of all labor and material necessary for The County of Onondaga Department of Transportation Interior Wall Installation Project, Bid #ONGOV-144-20, will be received by the Onondaga County Purchasing Division, 421 Montgomery Street, 13th Floor, Syracuse, New York 13202 until 2:00 P.M. local time Thursday, October 15, 2020 at which time and place they will be publicly opened and read aloud.

Based on guidelines established by the U.S. Department of Health and Human Services’ Centers for Disease Control and Prevention (CDC) due to the COVID-19 global outbreak, Bidders are not allowed to attend the Bid opening.  It is requested, due to COVID-19 that bids are submitted via postal delivery, and that bid openings are viewed online at:

Bids will be received for the following Contract:

Contract No. 1 – General Construction: This work shall include providing all labor, materials, machinery, tools, equipment, and other means of construction necessary and incidental to the completion of the County of Onondaga Department of Transportation Interior Wall Installation Project. The project includes the work shown on the Plans, and described in these Specifications consisting of General Construction. General Construction includes, but is not limited to, the follow: demolition of existing pavement, installation of new concrete masonry wall, metal stud wall, steel man door, overhead coiling metal door, insulation, plywood sheathing, painting, new sloped asphalt pavement, trench drain, exterior wall rigid insulation and miscellaneous associated improvements.

Contract Documents, including Advertisement For Bids, Information For Bidders, Labor and Employment, Additional Instructions, Bid Documents, Agreement, General Conditions, General Requirements, Specifications, Contract Drawings and any Addenda, may be viewed and ordered online by registering with the Issuing Office at Following registration, complete sets of Contract Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. The date that the Contract Documents are downloaded will be considered the Bidder’s date of receipt of the Contract Documents. Partial sets of the Contract Documents will not be available from the Issuing Office.

A Pre-Bid Meeting and Site Inspection will be held at the Project Site, 6230 E. Molloy Road, East Syracuse, New York 13057 on Wednesday, September 30, 2020 at 11:30 A.M. At this meeting the general scope of the project will be reviewed. Minutes will not be issued for this meeting. Following the meeting, prospective Bidders will have the opportunity to inspect the site of the work. The meeting is optional, but all prospective bidders are encouraged to attend the Pre-Bid Meeting, inspect the site and raise questions they may have regarding the work. Any interpretations/clarifications necessitated by this meeting will be issued by a follow-up addendum.

Each bid must be accompanied by security in an amount not less than five percentum (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his Bid within forty-five (45) days after the actual date of opening thereof.

This is an exempt capital improvement project, and Bidders shall not include in their Bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the County of Onondaga prior to incorporation into the work of the Contract.

The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.

The right is reserved to waive any informalities in the Bid and to reject any or all Bids.
