“Charlotte Street’s redevelopment is a key East-End project that will be an anchor in this important neighborhood, and a job-creating opportunity for residents throughout our city,” said Mayor Warren. “Today’s announcement of Charlotte Square is exciting news for the East End, and every corner of Rochester, as we move this project, and the fifty jobs it will create full-steam ahead. More jobs and safer, more vibrant city neighborhoods are key components for Rochester’s future success, and Charlotte Square will be an important part of that winning formula.”
According to officials, the city sent out a request for proposals last fall for the project at 14-80 Charlotte St. Home Leasing won the project, out of four submitted proposals, based on a homeownership component (townhouses), which had been lacking in the other submissions. Additionally, the rental component of the proposal included rent levels within the downtown housing market pricing range, officials stated.
In addition, the project includes a music practice room for Eastman School of Music students, and incorporates an open space design/park component.
Other highlights of the project include:
- 72 apartments and up to 14 for-sale townhomes developed in two phases;
- Mixed-income community, including high-end apartments at both market and rental rates;
- Three levels of apartments, over secure garages;
- Outdoor balconies and patios;
- Women and minority owned businesses employees hired for the project.
- Apartment floor plans, with open concept layouts;
- Onsite management, and maintenance.

Charlotte Square construction is scheduled to begin this summer, according to officials. In addition, officials said apartments should be available in the summer of 2016, and townhomes in 2017. Home Leasing will partner with SWBR Architects on the project.
