INVITATION TO BID

The Village of Groton is seeking sealed bids from qualified contractors for the “Stormwater Improvements Project.” This project is a federally funded project. Sealed Bids will be received at the office of the Village of Groton, 143 Court Street, PO Box 100, Groton, NY 13073, until 11:00 AM local time on Tuesday, May 9, 2017, and then at said office publicly opened and read aloud for:

STORMWATER IMPROVEMENTS PROJECT

This project includes the labor, materials, and equipment for the work to be completed at the Williams Street and West South Street Stormwater Improvements Project as shown and described herein. Work to be completed at Williams Street includes construction of a temporary access road, clearing, grading of the existing stream channel and surrounding area, stabilization, provision and installation of a debris screen, sediment and erosion control, removal of a small footbridge, restoration, and all other work necessary for a complete project. Work to be completed at the West South Street Stormwater Improvements Project is the provision and installation of a new stormwater collection system including new storm pipe, catch basins, end section, sediment and erosion control, new road surface and sub-base including grading, new concrete curbs, new sidewalks, pavement and grassed-area restoration, waterline replacement, all appurtenant elements, and all other work necessary for a complete project.

The Project shall be substantially completed on or before September 1, 2017 and complete and ready for final payment on September 30, 2017 as indicated in the Agreement.

Bids will be received on a unit price basis with alternates.

Bids should not include sales and compensating use taxes on materials incorporated into the work.

Bids actually received by mail or by hand after the appointed time on the date specified shall be rejected, notwithstanding that such Bid may have been placed in a mail box or other mail receptacle regularly maintained by the United States Postal Service before such time, and ordinarily in sufficient time to have been delivered on time.

Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instructions to Bidders.

The successful Bidder will be required to furnish a performance bond and a payment bond, each in an amount equal to 100% of the contract price.

(607) 898-3966, from 9:00 AM to 3:00 PM Monday through Friday. Documents may also be examined at Eastern Contractors Association, Inc., 6 Airline Dr., Albany, NY 12205, tel. Complete sets of Bidding and Contract Documents may be purchased on CD from C.T. MALE ASSOCIATES. Bidding and Contract Documents will be distributed on CD for the non-refundable fee of $10.00. Hard copies of the documents may be obtained directly from C.T. MALE ASSOCIATES upon request for an additional cost. If requested, documents will be mailed by UPS Ground delivery at additional non-refundable cost of $5.00 per set for postage and handling.

Payment for Documents should be made either in cash or by check. Separate checks should be written for the first set, for any additional Documents, and for postage and handling. All checks should be made payable to C. T. MALE ASSOCIATES.

There will be a Pre-bid Conference on Thursday, April 27, 2017 at 10:00 AM at the Village of Groton Offices, 143 Cortland Street, Groton, NY 13073 as described in the Instructions to Bidders. Bidders on this work will be required to comply with the requirements of the New York State Office of Community Renewal and the Community Development Block Grant Program as defined in the Bidding and Contract Documents. Minority and Women-Owned Business Enterprise and Section 3 regulations that pertain to this project will be reviewed at the Pre-bid meeting. All potential bidders are strongly encouraged to attend to better understand the requirements of the funding source.

Bidders on this work shall pay the greater of NYS or federal wage rates prevailing at the time for each classification of work. New York State Department of Labor wage rate schedule: PRC #2017000309; federal wage rate schedule will be the latest modification of NY170051 for Tompkins County, as published by the U.S. Department of Labor.

The VILLAGE OF GROTON reserves the right to waive any informalities or irregularities in the Bids received, or to reject any or all Bids without explanation.
