1.1 PROJECT INFORMATION
Notice to Bidders: Qualified bidders may submit bids for General Construction Work and Electrical Work for the Project described in this Document according to the Instructions to Bidders.
The following minimum MBE/WBE (as % of total $ value of work) and workforce (as % of total workforce) participation goals have been established for this project:
MBE: 18 percent.
1.A.1.a. WBE: 12 percent.
1.A.1.b. Combined: 30 percent.
1.B. Project Identification: Renovations to Ferrante Hall – Phase 1.
Project Location: Onondaga Community College, 4585 West Seneca Turnpike, Syracuse, NY 13215.
Owner: County of Onondaga, 421 Montgomery Street, Syracuse, NY 13202.
Architect: Chiang O'Brien Architects, DPC, 217 North Aurora Street, Ithaca, NY 14850.
1.C. Project Description: Project consists generally of interior alterations to doors and hardware, ceilings, floors, sprinkler systems, lighting, and other work indicated in the Contract Documents.
1.D. Construction Contract: Bids will be received for the following Work:
Multiple Contract Project consisting of the following prime contracts:
General Building Construction.
1.D.1.a. Electrical Construction.
1.2 BID SUBMITTAL AND OPENING
Owner will receive sealed bids until the bid time and date at the location indicated below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
Bid Date: Thursday, May 4, 2017.
2.A.1. Bid Time: 2:00 p.m., local time.
2.A.2. Location: Onondaga County Division of Purchasing, 421 Montgomery Street, 13th Floor, Syracuse, NY 13206.
Bids will be thereafter publicly opened and read aloud.
1.3 BID SECURITY
Bid security in the form of a bid bond or certified check shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 45 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. Bids with inadequate bid security will be declared informal.
1.4 PREBID MEETING
A prebid meeting and site inspection for all bidders will be held at Ferrante Hall, Nursing Suite Entrance, Onondaga Community College, Syracuse, NY 13215 on April 20, 2017 at 10:00 a.m., local time. Prospective bidders are encouraged to attend. The general scope of the project will be reviewed and questions regarding the work will be received by the Architect and Engineer. Following the meeting prospective bidders will have the opportunity to inspect the site of the work. Any interpretations or clarifications resulting from this meeting will be issued in writing by addendum.

Procurement of Bidding Documents: Obtain after April 13, 2017 by contacting Plan & Print, Inc., 6160 Eastern Avenue, Syracuse, NY 13211; (315) 437-5111; planandprint.com. Documents will be provided to prime bidders only; only complete sets of documents will be issued.
Deposit: $100.00; checks payable to County of Onondaga. Plans and specifications will not be shipped until payment is received.
5.A.4. Shipping: Bid Documents may be mailed to prospective bidders upon request, provided a separate, nonrefundable $30.00 payment per set for shipping and handling, made payable to "Plan & Print Systems," is received along with the deposit.
Bidders may secure multiple copies of the Bidding Documents for payment of the above deposit amount per set. Deposits will be refunded to Bidders who return the Bidding Documents within 30 days after award of the contract, after which unclaimed deposits will be forwarded to Onondaga County.
1.6 TIME OF COMPLETION
Bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.
1.7 BIDDER'S QUALIFICATIONS
7.A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
