You are invited to bid “Combined Heat and Power, Rosamond Gifford Zoo”, located at the Rosamond Gifford Zoo, 1 Conservation Place, Syracuse, NY 13204. Bids must be on a lump sum basis.

Bids will be received until 2:00 p.m., Local Time, August 30, 2018, at the office of the Onondaga County Purchasing Director, 13th Floor, John H. Mulroy Civic Center, 421 Montgomery Street, Syracuse, New York 13202, and there publicly opened and read aloud.

The project work scope includes the installation of (2) natural gas fired combined heat and power (CHP) microturbines. These CHPs will have black start capability as to be available to provide electricity in the event of a utility outage. The scope also includes installation of a heat recovery loop to recover waste heat from the CHPs for use in the building heat loop and the non-potable hot water loop.

All bids must be submitted in sealed envelopes bearing on the outside, the name of the bidder, his address, the name of the project, and the bid reference number for which the bid is submitted. If forwarded by mail, the sealed envelope containing the proposal and marked as above, must be enclosed in another envelope addressed to Onondaga County Purchasing Director, as noted above, and be received there at or before the same time. Faxed bids will not be accepted.

Each bid must be accompanied by a Bid Security Deposit in the amount of five percent (5%) of the total amount of the bid, in the form of a Bid Bond or certified check, made payable to The County of Onondaga. Bids with inadequate bid security will be declared informal.

Bidders are informed that this project is being funded by Onondaga County.

This project will be subject to affirmative action, and minority and women business enterprise requirements.

The work consists of one Prime Contract.

The work under this Contract is to be completed by Friday, January 18, 2019.

Contract Documents may be obtained for Fifty Dollars ($50.00) deposit, for each complete set, made by check, payable to County of Onondaga. Documents may be obtained at Plan and Print Systems (Tel. 315-437-5111) 6160 Eastern Avenue, Syracuse, NY 13211. A separate, non-refundable payment to Plan and Print in the amount of $12.00 per set is required for UPS shipping and handling, if packages are not picked up at their facility. CHECKS RECEIVED WITHOUT THE FOLLOWING INFORMATION WILL BE RETURNED: TELEPHONE NUMBER, FAX NUMBER AND SHIPPING ADDRESS. PLANS AND SPECS WILL NOT BE SHIPPED TO P.O. BOXES.

Contractors who have paid the aforesaid deposit for an entire set of Bidding and Contract Documents and return such sets to Plan and Print in good condition within thirty (30) calendar days after the opening of bids, shall receive a refund of such deposit for each set so returned. Unclaimed deposits will be forwarded to the Division of Purchase within 45 days after bid opening.

A pre-bid walk through has been scheduled for August 16, 2018, at 10:00am. At this meeting, general scope of the project will be reviewed and questions received regarding the work. Following the meeting, prospective bidders will have the opportunity to inspect the building site. All prospective bidders are encouraged to attend this Pre-bid meeting, inspect the site and generate questions they may have regarding the work. Any interpretations and/or clarifications necessitated by this meeting will be issued by a formal addendum. Attendance at the pre-bid walk through is not mandatory but strongly recommended. Contractors participating in the pre-bid walk through are requested to assemble in the main conference room at the Rosamond Gifford Zoo, 1 Conservation Place, Syracuse, NY 13204.

No Bidder may withdraw their bid within 45 days after the actual date of opening thereof.

Bidders shall not include in their bid the sales and compensating use taxes of the State of New York or of any City or County in the State of New York for any materials or services that are to be incorporated into this Project.

The successful Bidder will be required to furnish a Performance Bond and Labor and Material Bond in an amount equal to the contract award.

The Owner reserves the right to waive any bid informalities or to reject any or all bids.
