NOTICE TO CONTRACTORS FOR THE CONSTRUCTION OF CONTRACT NO. 1 – GENERAL

Sealed bids for the construction of the CSO-052 Green Streets Contract No. 1, will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 P.M. Local Time, on March 7, 2019, and there at said office, at said time, publicly opened and read aloud.

The project consists of the construction of numerous underground infiltration trenches, a bioretention area and associated sitework on Fairfield Avenue, Edgefield Avenue, Fletcher Avenue and Hutchinson Avenue within the City of Syracuse.

The Issuing Office for the Bidding Documents is Avalon Document Services, 901 North State Street, Syracuse, New York 13208. Prospective Bidders may examine the Bidding Documents online and may also obtain copies of the Bidding Documents from the online “public jobs” planroom: www.avalonsyr-planroom.com . A non-refundable deposit of Twenty Dollars ($20.00) payable to Avalon Document Services will be required to download from the Issuing Office website as PDF files or to obtain a compact disc (CD) of the Contract Documents (Project Manual, Contract Drawings). The payment includes shipping and tax. By submission of the $20.00 non-refundable payment, bidder will be registered as an official plan holder. Only official plan holders are eligible to bid on the project. Subcontractors, suppliers, equipment vendors, etc. will also be required to submit the non-refundable payment to receive the Contract Documents.

If bidders wish to purchase printed copies of the Contract Documents, they may be obtained directly through Avalon Document Services. Only official plan holders will be allowed to obtain printed copies of the Contract Documents. Bidders acknowledge that they are responsible for review of all components of the Contract Documents, including all specification sections and drawings, regardless of how many drawings they print and in which format/size they are printed. Full-size Contract Drawings are on 22-inch x 34-inch paper. Bidders acknowledge they are responsible for properly scaling drawings if they are printed at any other size.

Each plan holder of record will be notified by an e-mail regarding each addendum issued for the project. E-mails will be from Avalon Document Services “ReproConnect.” It is the responsibility of each prospective bidder to submit an accurate e-mail address when requesting Bidding Documents. It is the responsibility of each bidder to check the Public Jobs Planroom on the www.avalonsyr-planroom.com website to ensure that all addenda have been received and to download each addendum that is issued.

Copies of the above described Contract Documents may be examined at no expense at the Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202 and at the office of the Onondaga County Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204. Bidding documents may also be viewed at the Syracuse Builders Exchange, Inc., 6563 Ridings Road, Syracuse, New York, 13206 or online at www.syrabex.com or viewed online through Dodge Data & Analytics at www.construction.com.

A pre-bid meeting will be held on February 15, 2019 at 10:00 a.m., at the offices of the Onondaga County Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204.

Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information For Bidders. In addition, the Contractor shall be required to provide a "Statement of Surety's Intent" with his bid.

The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.

The right is reserved to waive any informalities in the Bid and to reject any or all bids.
