PRE-SELECTION OF GOODS AND SPECIAL SERVICES
UV DISINFECTION EQUIPMENT
MEADOBROOK-LIMESTONE WWTP

Sealed proposals for the furnishing and delivery of select equipment and Special Services at a fixed cost at a future time for the Meadowbrook-Limestone WWTP Disinfection Project will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, NY 13202, until 2:00 P.M. Local Time, on April 19, 2016, and there at said office, at said time, publicly opened and read aloud.

Separate sealed proposals will be received for the following:

UV Disinfection Equipment for the Meadowbrook-Limestone WWTP

The proposal consists of a firm fixed cost for furnishing and delivery of the specified equipment (referred to as the Goods) to the site of the Meadowbrook-Limestone WWTP as part of a General Construction Contract for construction of the system, including performance of Special Services at the site in conjunction with General Contractor’s installation of the Goods, as part of the County’s construction program, all in accordance with the Pre-Selection Documents heretofore prepared by GHD Consulting Services Inc. This bid proposal will serve as the pre-selection of the equipment manufacturer’s Goods and Special Services and establish the cost that the future General Contractor will carry in his bid and be charged to the General Contractor by the bidder. It will also establish the cost for lamps. The General Construction Contract is anticipated to be awarded on or before June 1, 2017.

Copies of the Pre-Selection Documents may be obtained at the County Division of Purchase offices upon request.

All questions shall be submitted via email to ryan.fisher@ghd.com.

Each bid proposal must be accompanied by a Bid Bond payable to the Onondaga County in the amount of 10% of the Base Bid Price, the bid bond forms included in the Bid Proposal Division of the documents being utilized for this purpose.

If, upon acceptance of his bid proposal, a Bidder fails to enter into a Contract with the future awarded General Contractor pursuant to the terms, conditions herein, and bid amounts established by the Pre-Selection Documents and the Bidder’s firm fixed Base Bid price, the bid security shall be forfeited to and become the property of the County.

No Bidder may withdraw his proposal prior to June 1, 2017.

Bidders are required to certify, under penalty of perjury, that proposals have been prepared without collusion with other proposers, subcontractors, suppliers, etc. This certification is included with the Itemized Bid Proposal which each bidder must sign in the space provided.

The right is reserved to waive any informalities in the Proposal and to reject any or all Proposals.
