NOTICE TO CONTRACTORS
FOR THE CONSTRUCTION OF CONTRACT NO. 1 - GENERAL
ONONDAGA COUNTY GREEN INFRASTRUCTURE PROGRAM: GREEN SEPARATION IN CSO 052
BID REFERENCE NO. 8472

Sealed bids for the construction of Contract No. 1 – General, will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 P.M. Local Time, on May 12, 2016, and there at said office, at said time, publicly opened and read aloud.

The project is located on Mitchell Avenue, Armstrong Place, Cornell Avenue, and 2426 South Avenue in the City of Syracuse, N.Y. The project is located on City of Syracuse Properties and City Road Rights of Ways.

Construction will include the installation of a new stormwater management facility behind 2426 South Avenue and at the outlet from the Mitchell Avenue storm sewer system, as well as the installation of a new stormwater collection system to separate stormwater flows from the combined sewer system on South Avenue, Mitchell Avenue, and Cornell Avenue.

General Project components include:
Installation of a new storm sewer system, disconnection of existing storm structures from the City’s combined sewer system, replacement of asphalt and concrete pavement, vegetation and tree removal, new connection to existing combined sewer system structure, installation of one stormwater management basins with impermeable liner, installation of one underground stormwater infiltration chamber system, and installation of underdrains, and installation of plantings.

The Contract Documents, including Information for Bidders and Bid Forms may be obtained from Onondaga County Department of Water Environment Protection upon deposit of $30.00 per set (check only). Requests for documents to be mailed out must be accompanied by a separate $15.00 check to cover postage and handling, or the recipient’s Federal Express account number. Checks shall be payable to Onondaga County. The full amount of these deposits for sets of Contract Documents will be refunded to all holders of the Contract Documents who return their Contract Documents complete and in good condition within thirty days following award of the Contract or rejection of the bids.

Copies of the above described Contract Documents may be examined at no expense at the Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202; at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204; and the Syracuse Builders Exchange, Inc., 6563 Ridings Road, Syracuse, New York, 13206.

A pre-bid meeting/site visit will be held at 9:00am on Thursday, April 28, 2016 in Conference Room #1 at the Onondaga County Department of Water Environment Protection Metro Administration Building, 650 Hiawatha Boulevard West, Syracuse, NY 13204.

Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information For Bidders. In addition, the Contractor shall be required to provide a "Statement of Surety's Intent" with his bid.

The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.

The right is reserved to waive any informalities in the Bid and to reject any or all bids.
