Lakeview Point Landing
Bids for the Lakeview Point Landing and River Dock project located in Onondaga County, New York, will be received until 2:00 p.m. local time on Tuesday, May 10, 2016 at the offices of:

The official time for the receipt of bids will be the time shown on the time stamp located in the Onondaga County Division of Purchase Administration area, 13th floor, Onondaga County Government Center, 421 Montgomery Street, Syracuse, New York 13202. Bids will be opened and read aloud, immediately after the 2:00 PM submission deadline, in the Division of Purchase conference room, on the 13th floor of the John H. Mulroy Civic Center.
The project includes site related construction on two sites on Onondaga Lake. The Lakeview Point site construction consists of a new concrete landing on steel piles, procurement and erection of a pre-engineered shelter, installation of a floating dock and associated lighting and electrical work as detailed in the technical drawings and specifications package. The Onondaga Lake Outlet site construction consists of a gravel parking lot, gravel pathways, concrete landing, and installation of a floating dock as detailed in the technical drawings and specifications package. Please note, only installation of the floating dock is within the scope of this contract. Onondaga County has procured the docks and anchorage under a separate contract. The dock sections, gangway, and anchorage will be delivered to the sites to be installed by the successful bidder of this contract.
Each bid must be made in the format and using the forms provided and shall be accompanied by a Bid Bond payable to the County of Onondaga in the amount of 5% of the Total Bid as a guarantee that the Bidder will enter into the Contract if the project is awarded to him. If upon acceptance of his Bid, a Bidder fails to enter into a Contract with the County of Livingston, the Bid Bond shall be forfeited to the County of Onondaga. The successful Bidder must furnish Performance and Payment Bonds, in an amount equal to the Total Contract Price, with a surety authorized to do business in the State of New York and acceptable to the County. New York State Prevailing Wages shall apply for all construction phase services in accordance with New York State Department of Labor requirements
Bid results will be available on our website by the end of the business day on the date of the bid opening. Go to www.ongov.net, follow the departmental link to “Purchasing”, select the “Bid Results” tab on the left, then follow the instructions. Please be sure to have the Bid Reference number available.
Contract Documents may be reviewed at the Onondaga County Division of Purchase; at the offices of C&S Engineers, Inc., 499 Col. Eileen Collins Boulevard, Syracuse, New York 13212; and electronically through the Empire State Bid System (http://www.empirestatebidsystem.com/). Copies of the Contract Documents may be obtained at the Syracuse office of C&S Engineers, Inc. (contact Rita Fendick at 315-455-2000). All prospective bidders are requested to register with Rita Fendick at C&S Engineers, Inc. to ensure receipt of any addenda. It is the Bidders sole responsibility to ensure receipt of all addenda.
Questions on the bidding package shall be directed in writing to Chuck Brooks at C&S Engineers, Inc. at email@example.com (315-455-2000). All requests for Bid clarification must be submitted via email to the above and received no later than 5 p.m. EST on May 2, 2016. All questions will be answered via email and documented in writing as an Addendum to the Bid. These will be sent out on or before May 3, 2016, via email, to all who received the original Bid.
A pre-bid meeting will be held at the Lakeview Amphitheater at 10 AM on Friday April 29, 2016. All prospective bidders are encouraged to attend.
Bids must be submitted in sealed envelopes with the Project Name plainly written on the outside and include the name and address of the Bidder. No Bidder may withdraw a Bid within 45 days after the Bid Opening. Bidders are not to include in their Bid, sales and compensating use taxes of the State of New York and of counties or cities on materials, equipment, and supplies to be incorporated into the Project.
The General Municipal Law of the State of New York requires that Bidders certify, under penalty of perjury, that the Bids have been prepared without collusion with other Bidders, subcontractors, suppliers, etc. A certification is included with the Bid Proposal which each Bidder must sign in the space provided.
The County of Onondaga reserves the right to waive any informalities in or to reject any or all bids offered. Please r
