Sealed Bids for the construction of the Terminal Reservoir Control Structure & Raw Water Surge Pit Modifications will be received by the Director, Onondaga County Division of Purchase, 13th Floor, Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 p.m. local time on December 6, 2016, at which time the Bids received will be publicly opened and read aloud.
The Project includes work at two sites within Onondaga County and Oswego County, New York. A single Bid will be received for Contract No. 1A – General. Contract No. 1A – General includes general and mechanical construction to replace the existing precast concrete plank roof at the Terminal Reservoir Control Structure with a pre-engineered removable skylight, replace the existing precast concrete plank roof at the Raw Water Surge Pit, install skylights and roof hatches, install metal stairs and grating, perform other related access improvements, and replace existing valves and piping within the structure.

Bidding Documents may also be examined Monday thru Friday between the hours of 8:00 a.m. and 4:00 p.m. at no expense at: Onondaga County Division of Purchase, 13th Floor, Civic Center, 421 Montgomery Street, Syracuse, New York 13202; and O’Brien & Gere Engineers, Inc., 333 West Washington Street, Syracuse, New York 13221.
Bidding Documents may be obtained from Plan & Print Systems, Inc., 6160 Eastern Avenue, Syracuse, New York 13211, phone number 1-800-924-5145, upon payment of a deposit of $100 per set (paper copy) or $25 (electronic files on CD). Checks shall be made payable to Onondaga County. Cash will not be accepted as deposit for the Bidding Documents. Bidding Documents may be picked up Monday thru Friday, 8:30 a.m. to 5:00 p.m., or be delivered via UPS or FedEx upon request to Plan & Print Systems. Plans may be shipped to the bidder upon receipt of an additional non-refundable freight charge of $35 (paper copy) or $20 (CD) payable to Plan & Print Systems by separate check or money order. Prospective bidders have the option to provide Plan & Print Systems with bidder’s UPS or FedEx shipping account number to expedite delivery of Bidding Documents.
The full amount of deposit for paper copy and CD sets of Bidding Documents will be refunded to all plan holders who return the Bidding Documents complete and in good condition to Plan & Print System within thirty (30) days following award of the Contract or rejection of bids.

A pre-bid conference will be held at 9:00 a.m. local time on November 17, 2016 at the Alexander F. Jones Administration Center, 4170 Route 31, Clay, New York 13041. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
The Owner is exempt from payment of sales and compensating use taxes of the State of New York and of cities and counties on all materials, equipment and supplies sold to Owner pursuant to this contract. Also exempt from such taxes are purchases by Contractor and his Subcontractors of materials, equipment and supplies to be sold to Owner pursuant to this Contract, including tangible personal property to be incorporated in any structure, building or other real property forming part of the Project. These taxes are not to be included in the Bid.
Bids shall be accompanied by a certified check or bid bond in an amount not less than 5% of the amount of the Bid.
