City Launches Targeted Home Improvement Program

Mayor Malik D. Evans announced that applications are open for the City of Rochester’s Targeted Home Improvement Program (T-HIP), aimed at providing vital assistance to eligible owner-occupants for critical repairs. This initiative is one of several designed to improve housing quality and ensure safe living conditions for residents. The program is made possible by a $4 million grant from the New York State Housing Trust Fund Corporation.  

 

“This program is a significant step forward in our ongoing efforts to ensure Rochester residents have access to safe and healthy living conditions,” said Mayor Evans. “We encourage all eligible owner-occupants to take advantage of this opportunity.” 

 

Key Details of the T-HIP: 

  • Pre-Application Period: Interested owner-occupants must visit their Neighborhood Service Center (NSC) office to submit a pre-application form by Aug. 26, 2024. 

  • Selection Process: Winners will be chosen by random selection. Drawings will take place at each NSC office at 2 p.m., on Aug. 27. Owner-occupants who have applied do not need to be in attendance but are welcome to attend. Space is limited. 

  • Application Process: Once selected, winners will need to complete a full program application. The City will then review the applications to determine final eligibility. 

 

Program Benefits: 

The T-HIP will provide funding assistance for essential repairs, including: 

  • Addressing lead-based paint hazards 

  • Mitigating health and safety hazards 

  • Correcting code violations 

 

Eligibility Criteria: 

  • Applicants must be an owner-occupant of a 1-to 4-unit residential property located in the City of Rochester.
