Monroe County Expands Free Transportation to Warming Shelters for Code Blue Services

Monroe County Executive Adam Bello, joined by Rochester Mayor Malik Evans and local leaders, unveiled the 2024-2025 Code Blue plan, which enhances support for unhoused individuals during extreme winter weather. The updated initiative expands the number of warming shelters and provides free transportation to these centers through a new partnership with RTS.


“Everyone deserves a safe, warm place during harsh winter months,” Bello said. “By expanding transportation options, we are breaking down barriers to shelter access and ensuring no one is left out in the cold.”


The plan adds two new warming shelters, including Saving Grace Ministries in Rochester and Oak Orchard in Brockport, marking the first time a warming center is available in Brockport. The initiative also introduces overnight accommodations for unhoused couples through a partnership with Bethlehem Family Ministries.


During Code Blue months, individuals in need can request free RTS transportation to warming centers from any bus stop. If a shelter is on an RTS route, the bus will transport them directly. For off-route shelters, RTS will connect passengers through its downtown transit center, with staff assisting riders to reach their destinations.

“By expanding warming centers and transportation options, we’re ensuring that everyone has access to shelter when temperatures drop,” Mayor Evans said.


Warming Centers and Transportation Details


Code Blue, enacted when temperatures or wind chills fall below 32°F, runs from November 25 until weather conditions improve. This year’s shelter sites include:


  • Open Door Mission: 210 W Main St. (RTS Routes: 16, 17, 18, 19, 20)

  • House of Mercy: 285 Ormond St. (RTS Route: 3)

  • Saving Grace Ministries: 1140 Norton St. (RTS Routes: 4, 5)

  • Oak Orchard Health: 300 West Ave., Brockport (Opens mid-December; no RTS route)


RTS CEO Miguel Velázquez emphasized the importance of collaboration. “The RTS team is committed to helping people reach shelter and stay safe during Rochester’s coldest nights.”


Monroe County officials, shelter providers, and community leaders encouraged residents in need to utilize these expanded services. “This initiative reflects our commitment to ensuring no one is left without refuge in freezing temperatures,” said Legislature President Yversha Román.
