Notice to Contractors; For the Construction of Contract No. 1

NOTICE TO CONTRACTORS FOR THE CONSTRUCTION OF CONTRACT NO. 1 – GENERAL, AND CONTRACT NO. 2 - ELECTRICAL

RICHMOND AVENUE, SACKETT STREET, AND TAYLOR STREET PUMP STATION REHABILITATION

BID REFERENCE NO. ONGOV-162-24

 

Sealed bids for the construction of Contract No. 1 – General and Contract No. 2 -Electrical, will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 P.M. Local Time, on January 23, 2025, and at their said office, at said time, publicly opened and read aloud.

 

The Project consists of improvements and rehabilitation at each of the pump stations, including but not limited to pumping systems, valves, force main piping, structure rehabilitation, improvements or new valve vault structures, hatches, electrical systems, and instrumentation and controls. The project is located at three separate sites, which include: Richmond Avenue Pump Station – 500 Richmond Avenue; Sackett Street Pump Station – 858 Sackett Street; and Taylor Street Pump Station – 301 Taylor Street, which are all located in the City of Syracuse, Onondaga County, NY.

           

A Minority Business Enterprise (MBE) utilization goal and a Women Business Enterprise (WBE) utilization goal has been established for this project and are as follows:

 

1)  MBE Utilization Goal of 18%

2)  WBE Utilization Goal of 12%

 

The Division of Purchase is available for consultation with prime contractors and their designated points of contact regarding the requirements for the development of M/WBE Utilization and Workforce Participation programs.  Questions or concerns related to such programs should be directed to:

The Issuing Office for the Bidding Documents is Liverpool Blueprint, Inc., 117 Metropolitan Park Dr, Liverpool, NY 13088 Prospective Bidders may obtain the Contract Documents as PDF files via email or flash drive, including Information for Bidders and Bid Forms upon payment of a Twenty-Five Dollar ($25.00) non-refundable fee payable to Liverpool Blueprint, Inc. Prospective Bidders can pick up the flash drive, provide a UPS or FedEx Account Number for direct billing, or pay shipping and handling directly to Liverpool Blueprint, Inc. By submission of the $25.00 non-refundable payment, bidder will be registered as an official plan holder. Only official plan holders are eligible to bid on the project. Subcontractors, suppliers, equipment vendors, etc. will also be required to submit the non-refundable payment to receive the Contract Documents.             If bidders wish to purchase printed copies of the Contract Documents, they may be obtained directly through Liverpool Blueprint, Inc. at rates determined by Liverpool Blueprint, Inc. Only official plan holders will be allowed to obtain printed copies of the Contract Documents. Bidders acknowledge that they are responsible for review of all components of the Contract Documents, including all specification sections and drawings, regardless of how many drawings they print and in which format/size they are printed. Full-size Contract Drawings are on 22-inch x 34-inch paper. Bidders acknowledge they are responsible for properly scaling drawings if they are printed at any other size.

 

Copies of the above-described Contract Documents may be examined at no expense at the Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, and at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204.

 

A pre-bid meeting will be held  January 7, 2025, at 10:00 A.M. at the offices of the County of Onondaga Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204. The deadline to submit questions, clarifications, and requests for interpretations of the Bidding Documents is on January 10, 2025 at 2:00 P.M., and shall be directed to Arcadis’ Benjamin Tillotson, PE benjamin.tillotson@arcadis.com. Attendance is highly encouraged but is not mandatory. 

 

Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. In addition, the Contractor shall be required to provide a "Statement of Surety's Intent" with his bid.

 

Successful Bidder shall be prepared to furnish a Performance and Payment Bond for 100% of the Contract amount.

                                                                                                                                                                               

The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.

 

The right is reserved to waive any informalities in the Bid and to reject any or all bids.
