PAB Survey Data Shows Strong Demand for Police Accountability; Board to Release More Details
A new community survey conducted by the Rochester Police Accountability Board (PAB) shows strong support for greater transparency and continued civilian oversight of law enforcement in the city.

According to the survey, 68% of respondents believe the City of Rochester is not doing enough to hold the Rochester Police Department (RPD) accountable. Meanwhile, 74% support the release of investigative reports to the public.
The survey, conducted between November 2024 and February 2025, drew responses from 212 residents across 43 zip codes. Of those surveyed, 75% expressed approval of the PAB’s work, mirroring the level of support seen in the 2019 referendum that established the agency.
“These results send a clear message,” said Dr. Lesli Myers-Small, Executive Director of the PAB. “Rochester citizens still believe in the PAB’s mission and objective. We are working every day to hold not just RPD accountable, but ourselves, as well.”
Officials said the findings also reveal that the public expects not only police transparency but also accountability from the PAB itself.
The agency plans to discuss the full results at its upcoming board meeting on Thursday, April 3 at 6 p.m., held at 245 E. Main Street. The meeting will also be streamed on the PAB’s YouTube channel, @RochesterPAB.
