Raymond Noel Convicted of Attempted Aggravated Murder, Attempted Aggravated Assault Upon a Police Officer or a Peace Officer, and two counts of Criminal Possession of a Weapon in the 2nd Degree

Rochester, NY- On Tuesday, November 26, 2024, 52-year-old Raymond Noel was convicted by a

Monroe County jury of Attempted Aggravated Murder, Attempted Aggravated Assault Upon a

Police Officer or Peace Officer, and two counts of Criminal Possession of a Weapon in the 2nd

Degree for shooting East Rochester Police Officer Brad Steve.


On January 14, 2024, East Rochester Police Officers responded to an unknown call at an apartment

on Garfield Street in East Rochester. Officer Brad Steve encountered Raymond Noel, who had an

illegally possessed handgun visible on his body. During the attempted de-escalation, Raymond

Noel ignored police commands and pointed the handgun at Officer Steve, who fired two rounds at

the defendant. Raymond Noel responded by shooting at Officer Steve six times, unloading the

weapon and shooting the Officer in the chest. Thankfully, Officer Steve was protected by his police

issued vest.


Following the shooting, this case was investigated by the Monroe County Sheriff’s Office.

The case was prosecuted by Assistant District Attorney Michael Harrigan, Chief of the Major

Felony Bureau and Special Assistant District Attorney Emily Chisholm, also of the Major Felony

Bureau.


“On January 14, Officer Steve arrived to an unknown call for assistance, just like he has done

countless number of times. What he did not expect, was to be ambushed and shot by Raymond

Noel,” said Assistant District Attorney Michael Harrigan. “This incident could have ended

peacefully, but instead the defendant chose to point his illegally possessed firearm at an

experienced police officer whose life was in imminent danger. Today’s conviction is a much

needed resolution for Officer Steve, his family, and the entire East Rochester Police Department.

This case is a prime example of the risk and sacrifice of law enforcement and how quickly a call

for service can become deadly. Thank you to Officer Steve, and all of law enforcement, for

continuing to protect and serve our community.”


“This conviction is a terrifying reminder that law enforcement officers risk their lives every single

day,” said Monroe County District Attorney Sandra Doorley. “I am grateful that this shooting did

not turn into another tragic death of a police officer in this community. East Rochester Police

Officer Steve acted quickly and professionally to de-escalate the situation until that was no longer

possible. I could not be prouder of his great police work in this violent and life-threatening

situation. It is the hope of the Monroe County District Attorney’s Office that Raymond Noel will

be serving a life sentence in the New York State Department of Corrections, where he cannot risk

the lives of anyone in our community.”


Raymond Noel will be sentenced on January 15, 2025, in front of New York State Supreme Court

Justice Renzi. He faces a maximum sentence of 40 years to Life in the New York State Department

of Corrections.
