Rochester Board of Education Details the Contract for Excellence

The Rochester City School Board held a Public Hearings and Special Meeting focused on discussing the Contract for Excellence and addressing concerns related to accountability and communication within the Rochester City School District.





The Contract for Excellence program is designed to improve academic achievement for students facing significant educational challenges. It provides additional state funding to schools with specific improvement needs, which can be utilized to support existing programs or develop new initiatives for students in poverty, with disabilities, or who are English language learners. To ensure compliance with the program's requirements, schools receiving this funding are obligated to submit annual fiscal summaries to the New York State Education Department. The 2024 fiscal plan outlines the detailed budgeted expenditures by school and purpose.


During the meeting, the State Monitor, responsible for overseeing the academic and fiscal aspects of the Rochester City School District, delivered a presentation. The State Monitor's role involves providing guidance and technical assistance, assisting in the adoption of conflict of interest policies, developing academic improvement and financial plans, ensuring budget balance, and aligning with district goals. The academic plan presented during the meeting included long-term goals, recommendations from the State Monitor, and evidence of their implementation. Additionally, the plan featured 47 recommendations for the current school year, with a focus on staff, student, and family support to foster continuous progress. The financial plan addressed various areas like general practices, governance, legal, and financial audits, with an emphasis on operational efficiency and budget development.


During the public hearing, two individuals expressed their concerns regarding accountability and communication within the district. Elizabeth Rogers, a veteran teacher, voiced her apprehension about the heavy workload faced by teachers during the transformation. She raised questions about the accountability structure for administrators overseeing the transformation and the communication flow within the district. Rogers stressed the importance of clarity in defining roles, responsibilities, and communication channels to ensure the successful implementation of the changes.


Laura Smith, a parent, emphasized the significance of reevaluating the appointment process for district leaders. She suggested a shift in focus towards identifying and rectifying systemic issues in roles and expertise allocation, rather than solely pursuing a perfect candidate. Smith highlighted the value of diverse perspectives and experiences in decision-making processes for the betterment of the community.


Board members believe the Public Hearings and Special Meeting provided a platform for stakeholders to discuss the Contract for Excellence and address concerns related to accountability and communication within the Rochester City School District. They confirm the meeting presented an opportunity to evaluate the academic and financial plans outlined by the State Monitor. The concerns raised by stakeholders highlighted the importance of clear roles, responsibilities, and communication channels to ensure the successful implementation of the program's goals. Furthermore, they asserted the significance of considering diverse perspectives in decision-making processes was emphasized as a means to address systemic issues and benefit the community
