What’s Driving the Increase in Utility Bills This Winter?

New York State Electric & Gas (NYSEG) and Rochester Gas and Electric (RG&E) are reminding customers of the primary factors driving high energy bills this winter, including soaring supply rates set by energy generators and increased household usage. The companies are urging customers to explore assistance programs to avoid falling behind on payments and potential service disconnections.
Despite the spike in customer bills, NYSEG and RG&E state that their delivery rates have not increased this winter. The companies, responsible for delivering gas and electricity and issuing customer bills, note that supply costs are set by energy generators and passed directly to consumers without any markup or profit for NYSEG and RG&E.
Energy Supply Costs and Increased Usage
The supply costs for electricity and gas are determined by energy generators, which operate independently of NYSEG and RG&E. These rates fluctuate based on market conditions, including fuel costs, weather patterns, and supply and demand dynamics. As cold temperatures persist, heating systems must work harder to maintain indoor temperatures, leading to higher household energy usage.
“Having unpaid bills is stressful, but we want to ensure customers understand the true drivers of these high bills while also offering financial assistance to those who qualify,” said Christine Alexander, vice president of Customer Service at NYSEG and RG&E. “We urge customers to contact us about assistance programs and budget billing sooner rather than later.”
Assistance Programs and Payment Options
NYSEG and RG&E offer several programs to help customers manage their bills. The Energy Assistance Program provides a monthly bill credit to eligible customers, while the Budget Billing program spreads annual energy costs into 12 equal payments to mitigate seasonal fluctuations.

Disconnection Prevention and Payment Plans
Customers with outstanding balances receive multiple notices before any service disconnection, including bills, reminder notices, phone calls, and in-person field visits, as mandated by the New York State Public Service Commission.
